Social work is one of the clearest paths to Public Service Loan Forgiveness in higher education. The field is defined by employment at the exact category of organizations that qualify: government agencies, nonprofits, hospitals, public schools, community health centers. If you graduate with social work debt and work in social work, there is a very high probability your employer qualifies for PSLF.
This changes the financial calculus of a social work degree significantly, and it's a calculation almost no one makes before choosing a program.
A $60,000 MSW from a private university is not a $60,000 debt if your employer qualifies for PSLF and you're on an income-driven repayment plan. It's a 10-year commitment of manageable monthly payments, after which the remaining balance disappears. The actual cost to you is often a fraction of the borrowed amount.
Whether you're headed off to college for the firs time or looking for a career change, understanding this before you choose a program is the difference between filtering schools by sticker price and filtering them by what you'll actually pay.
Why social work is the ideal PSLF field
Public Service Loan Forgiveness requires two things: full-time employment at a qualifying employer, and 120 qualifying payments under an income-driven repayment plan.
Qualifying employers are government organizations at any level and 501(c)(3) nonprofit organizations. The following all qualify:
- Federal, state, and local government agencies
- Nonprofit social service agencies
- Nonprofit hospitals and health systems
- Public schools and school districts
- Tribal governments
- AmeriCorps and Peace Corps placements
- Community health centers (FQHCs)
- Legal aid organizations
- Child welfare agencies
According to the Bureau of Labor Statistics, the largest employers of social workers are state and local government, hospitals, and individual and family services — all of which are overwhelmingly PSLF-qualifying. A 2022 analysis by the Student Borrower Protection Center found that more than 80% of social work graduates are employed by PSLF-qualifying organizations within three years of graduation.
The one significant exception: private for-profit therapy practices and counseling centers do not qualify. If you plan to open your own practice or work for a for-profit employer, PSLF is not available to you. For everyone else working in the field, it almost certainly is.
The PSLF math for social work degrees
The financial benefit of PSLF depends on your loan balance, income, and repayment timeline. Here's a realistic illustration:
A social worker with $60,000 in MSW debt earning $52,000 per year (the median social worker salary per BLS 2024 data) enrolls in the SAVE income-driven repayment plan. Their monthly payment is approximately $145–$200. Over 10 years, they pay roughly $17,000–$24,000 total before the remaining $36,000–$43,000 is forgiven.
A social worker with the same debt who doesn't use PSLF and pays under a standard 10-year plan pays approximately $620/month — $74,000 total including interest.
The difference: $50,000–$57,000 in payments and forgiven debt, simply by enrolling in the right repayment plan and working at a qualifying employer.
Other funding programs for social work students
Unlike the financial aid options provided by the FAFSA, PSLF operates after graduation. But there are also financial aid like these awards and scholarships that can help reduce debt before or during your program.
Title IV-E Child Welfare Scholarship: The Title IV-E program, funded through the Department of Health and Human Services, provides scholarships and stipends for social work students who commit to working in public child welfare after graduation. Funding is administered state by state — availability and amounts vary. Contact your state's child welfare agency or your social work program's financial aid office to determine whether your state participates.
HRSA Behavioral Health Workforce Education and Training (BHWET): HRSA funds programs that support behavioral health workforce development, including social work students in clinical tracks. Availability depends on whether your program has received BHWET funding. Ask your program director.
AmeriCorps Education Award: Social work students who complete AmeriCorps service receive an education award ($7,395 for full-time service in 2025) that can be applied to student loans or future tuition. AmeriCorps service at qualifying organizations also counts toward PSLF.
Field-specific MSW scholarships: The Council on Social Work Education (CSWE) and National Association of Social Workers (NASW) Foundation both administer scholarship programs for MSW students. See naswfoundation.org for current programs.
The programs
The following programs were selected based on program quality, clinical placement strength, PSLF-eligible employer networks in their regions, and availability of financial aid. Both in-person and online options are included.
University of Michigan School of Social Work (Ann Arbor, MI)
Michigan's School of Social Work is consistently ranked among the top five in the country. The program's community action and social change focus, combined with Ann Arbor's proximity to Detroit — a major hub of nonprofit and government social service employment — gives graduates strong access to PSLF-qualifying placements from day one.
Michigan offers undergraduate social work pathways through the sociology department's Social Work subplan, and the MSW program is one of the largest and most respected in the country. The UM Dearborn Human Services track offers automatic matriculation into the MSW.
PSLF positioning: Strong. Michigan graduates entering Detroit-area government and nonprofit employment are well-positioned for PSLF from their first post-graduation job.
Financial snapshot: In-state tuition for Michigan residents. MSW financial aid varies — contact the School of Social Work financial aid office directly about funding packages and assistantships.
Washington University in St. Louis (St. Louis, MO)
WashU's Brown School of Social Work is consistently ranked in the top three nationally. Its accelerated 3-2 MSW program allows students to complete a master's degree with only one additional year of study, reducing total loan exposure significantly.
St. Louis has a substantial nonprofit and government social service sector. WashU's Brown School also has extensive research partnerships with community organizations that serve as PSLF-qualifying field placement sites.
PSLF positioning: Strong. The 3-2 program structure means less borrowed overall, and St. Louis's large nonprofit employer base is PSLF-rich.
Financial snapshot: Private university with significant need-based aid. The accelerated program structure reduces total tuition costs by at least one year versus a standard MSW.
University of Chicago Crown Family School (Chicago, IL)
UChicago's Crown Family School of Social Work, Social Policy, and Administration is one of the most rigorous social work programs in the country. The BA/MA program allows undergraduates to earn a master's degree with just one additional year of post-undergraduate study.
Chicago is one of the largest nonprofit employment markets in the US. Cook County social services, Chicago Public Schools, dozens of major nonprofit health and human service organizations — virtually every major employer in the social work field in Chicago is PSLF-qualifying.
PSLF positioning: Excellent. Chicago's employer landscape is almost entirely PSLF-eligible for social workers.
Financial snapshot: Private university, high sticker price, but strong need-based aid. The BA/MA structure reduces total program length and loan exposure versus a standard 2-year MSW.
University of Washington School of Social Work (Seattle, WA)
UW's School of Social Work offers one of the few top-ranked undergraduate social welfare majors in the country — the 3rd ranked program nationally. The Seattle location gives students access to a large government and nonprofit employer market in a city with strong social services infrastructure.
UW also offers strong MSW and PhD pathways. For Washington residents, in-state tuition makes UW one of the most cost-accessible top-10 social work programs.
PSLF positioning: Strong. King County government agencies, Seattle nonprofits, and Washington State DSHS are all PSLF-qualifying and regularly hire UW social work graduates.
Financial snapshot: In-state tuition for Washington residents. One of the best cost-to-ranking ratios of any program on this list.
University of California Berkeley School of Social Welfare (Berkley, CA)
UC Berkeley's BA in Social Welfare is one of the most competitive undergraduate social work programs in the country. The Bay Area is saturated with PSLF-qualifying employers — county social services, community health centers, legal aid organizations, and one of the largest concentrations of nonprofit organizations in the US.
PSLF positioning: Excellent. Bay Area graduates who enter government or nonprofit employment — which describes most Berkeley Social Welfare graduates — are in an ideal PSLF environment.
Financial snapshot: In-state tuition for California residents plus California's robust state grant programs. Berkeley's location means high living costs but exceptional employer access.
University of Pennsylvania School of Social Policy & Practice (Philadelphia, PA)
Penn's SP2 offers a BA/MSW program allowing arts and sciences students to earn a master's degree in social work alongside field placements at Philadelphia social agencies during their senior year. Philadelphia has strong PSLF-qualifying employer density — Penn Medicine, Children's Hospital of Pennsylvania, and dozens of large nonprofits.
PSLF positioning: Strong. Penn's Philadelphia placements connect students to the city's large nonprofit and government social service infrastructure.
Financial snapshot: Penn is need-blind for domestic undergraduates and meets 100% of demonstrated need — the highest potential institutional aid of any school on this list.
University of Texas at Austin Steve Hicks School of Social Work (Austin, TX)
UT Austin's BSW is a professional degree that qualifies graduates to enter the workforce directly. The required 440 hours of field experience plus 60 community agency hours — beginning in the first semester — means UT graduates enter the workforce with more hands-on experience than most comparable programs.
The SWEEP program's mandatory community engagement and career development structure also introduces students to PSLF-eligible employers from their first year.
PSLF positioning: Good. Texas state agencies, Austin nonprofits, and Austin ISD all qualify. The BSW's direct workforce entry path means students can begin their 10-year PSLF clock earlier than MSW graduates.
Financial snapshot: In-state tuition for Texas residents plus strong institutional aid. One of the most affordable top programs for Texas residents.
Case Western Reserve Mandel School of Applied Social Sciences (Cleveland, OH)
Case Western's 3+2 Social Work program lets students begin their MSW in their junior year of undergraduate study, compressing the combined BSW/MSW timeline and reducing total loan exposure. The Mandel School is consistently ranked among the top 20 nationally.
Plus, Cleveland's social service infrastructure — including large county government agencies, major nonprofit health systems, and community development organizations — is heavily PSLF-eligible.
PSLF positioning: Good. Cleveland's employer landscape for social work graduates is predominantly government and nonprofit. Case Western also offers merit scholarships up to $30,000/year at the undergraduate level.
Financial snapshot: Merit aid available at the undergraduate level. The 3+2 structure reduces total time in school and total loan exposure.
Online programs that offer flexibility without sacrificing quality
Appalachian State University offers one of the most respected online MSW programs in the country, taught by the same faculty as the in-person program. App State emphasizes group collaboration in online formats. Note: some courses require synchronous Zoom participation — check scheduling compatibility before enrolling.
University of Tennessee-Knoxville offers online BSW and MSW programs with a 95% six-month employment rate. Their field placement program is available to online students — a significant differentiator.
University of Alabama offers an online BSW with an identical curriculum to the in-person program, plus a mandatory in-person mentorship component connecting students to field placements in their local community.
All three online programs produce graduates eligible for PSLF — online enrollment does not affect PSLF eligibility provided your employer qualifies.
